WORST CASE :Possibly your neighbors killed off the flying bugs(bees, etc). Some people hate to be pestered but don't mind killing off their food and water supplies.
Too late now but a packet of plain gelatine spread around the plant will encourage flowering(it is a biology chemistry thingy).
It is also an inexpensive(and safe- no 'burn') way of boosting available nitrogen... which is trigger/need for flowering and new growth. Wait for rain OR go ahead and water it in yourself.
A little coffee grounds and eggshell never hurt either(no your plants will not BE UP ALL NIGHT GRINDING(ugh the pun) THEIR TEETH!. Bananas AND/OR PEELS another wonder to add... especially roses.

We don't know what "a good while" is. Two years? Five? And of course it depends on how mature the vine was when you bought it. Grapes take about 8 years to produce. Be patient!

Do you mean no grapes or not many. Grapes produce more in drier seasons than they do wet ones.

If there was a heavy frost when flowering don't be surprised if it didn't fruit. Check the soil maybe it is too wet where you live?
