Its been awhile since I played that game- but you need to go to the town to the right and defeat team rocket in a building. During that time you will get the silph scope. Good Luck.

Team Rocket has stolen the silph scope and had retreat to their hideout in Celedon city. There hideout is around this city, since their members are lurking around the city as well. Especally the rocket member gaurding the poster in the game courner. Defeat the gaurd and he will run to base leaving the poster unattended...just for you to open the base with.
Inside the base, your first pirority is to find the key to the elevator at the basement floor 2. The elevator is lock, so you need to go to the deepest area of the lair to find the rocket grunt that have the key. Then with the key, go to the elevator at B2 using the moving floors carefully. From there go to B4, there you will find team rocket and the boss of the rockets, who have the scope you are looking for. Use the scope to identify the ghost in pokemon tower.

I think you should go to gamefaqs.com, look up a strategy guide for Pokemon yellow and gold. That should be able to help you alot more than asking a hundred questions on here.

and beat lead rocket
