I'd like to be able to make my products (hnad/power/specialty tools) available to governments around the US. What do I need to do in order to allow them to purchase my products?

Go to https://www.fpds.gov/ for federal; Each state has it's own--usually called "procurement"

The first step is to find what government agencies are responsible for purchasing the types of products you sell. If you are in the US, start by checking out the local SBA, SCORE, or Small Business Development Center offices and ask how to begin. (See http://www.sba.gov for lists of those offices around the country.)
Check your local county, city or state economic development offices and ask there for contact info.

Once you find the right people to contact, (ie: people who are responsible for putting out requests for proposals or bids on what you sell), take the time to meet them in person if at all possible. Look for outreach seminars locally, as well as regional meet and greet opportunities. Government buyers, like anyone else, like to know who the vendor is.

Post free ads in websites providing free classifieds. It would immensely popularize your site and give you useful leads. Try http://www.freewebs.com/freeclassifieds/ and post as many ads as possible in the websites linked thereto offering free classifieds. In fact as the links there kept changing every now and then I have bookmarked the website and have been posting several ads in the websites linked therein. You too try the same. It will be very useful for beginners.

There's really a lot to go through to do that I think, and it depends on what you are trying to sell, so be more specific please!
