According to Title 4, Chapter 1, Paragraph 6a of the United States Code (Title 4, Chapter 1 is frequently referred to as the "Flag Code"):
"...when a patriotic effect is desired, the flag may be displayed 24 hours a day if properly illuminated during the hours of darkness."
"Properly illuminated" is generally taken to mean it can have a light shining on it, or there is enough background light so that the flag is visible.

(a) Display on buildings and stationary flagstaffs in open; night
display
It is the universal custom to display the flag only from sunrise
to sunset on buildings and on stationary flagstaffs in the open.
However, when a patriotic effect is desired, the flag may be
displayed twenty-four hours a day if properly illuminated during
the hours of darkness.

Yep. But you should also know that the ONLY proper display of the flag on an automobile is attached to the right front fender. Never on the antenna, never on the bumper, nor any other way.
