It is impossible to come up with a definition of terrorism which would not paint Israel, and to a lesser extent the USA, Britian and their allies, as terrorist states unless you put blatantly racist wording in the definition. (such as must be arabic or islamic)

Not every country is affected by terrorism in the same way or the same kind of terrorism. Once there is a definition then it becomes very bureacratic and money get attached to it.

Because the UN should not be telling powerful countries how to act and behave.
The UN is supposed to keep smaller nations in line, and any country that doesn't have the militayr power to stand up for themselves doesn't deserve to get to define their own rules.
Countries like the US get to make their own rules, because we have the military might to back them up. And there's nothing the UN can do to stop us.
