First of all, start writing; any agent or publisher is going to want to see an outline and the first three chapters.
Next, you are going to want to purchase a copy of WRITER'S MARKET or subscribe to the online version. This will give you a great list of book publishers( and what types of books they publish) and agents (if you want to go that route).
Until you actually write something, don't concern yourself with the publishing end of things.

Purchase "The Writers Market". This book is a must and is updated each year. It lists all the publishing companies, their genres, and their requirements. It will also show you how to prepare a cover letter, how to word count and how to select a section from your book that will make the editors want to see more. Some publishers want a disc, some a written page. There is a specific layout required for this. Best advise, go to a community college and take a publishing class. It's usually cheap, and you get a lot of hands on training. Good Luck

Wanting to write a book and having it published are two distinctly different things, and you should know that to have one legitimately published (I don't mean by one of those online publishers or a vanity press) takes a lot of writing experience (people usually don't start out writing a book but in another writing venue), a lot of rejection, connections in the publishing industry, and/or an agent, and a whole lot more. Your chances of becoming a published author are VERY SLIM even when you do have a lot of experience. Why not try working on the school newspaper first.

Have a good plot and believable, multi-faceted characters.
Set the rules of your fantasy world so that there are checks and balances on the magic. No one likes a book in which the main character can wave a magic wand to get out of tight spots.
Read some first - Lois McMaster Bujold is best known for Science Fiction, but she writes fantasy too. She has more Hugos (SF's Oscar) than any other living author and is tied with Robert Heinlien for all-time Hugo.
The Harry Potter books are fantasy too, except people who have never read fantasy read them.
You might try a short story or a novella first.
Look for "Writer's market" at the reference desk in your public library. It will have alist of Fantasy magazines that accept free-lance submissions. It will also have a list of literary agents who take books "over the transom".

Search online for a list of publishers and literary agents. Submit your work to them (after you have copyrighted). The main thing is don't give up! Experience and practice make great writers. There is a book on writing; "Bird by Bird" it is a wonderful read! Good Luck!

What are your writing skills? If you have never taken a writing course, joined a writer's group, read books on writing, etc., you need to start there.
It is not something you just "do" and get published. It is not easy by any means, especially if you have never written a book before.
That doesn't mean you shouldn't, that means you need to do some homework.
