If by that you mean, don't know a word of English, then probably very few.

If you mean, don't speak much but do understand it, then probably a good many.

If you mean understand it but refuse to speak it, then probably a heck of a lot.

Probably a lot but shouldn't the question be about native americans since they were here before anyone who even spoke english???

Too many. What I don't understand is since English proficiency is a requirement for voter registration, why do we have ballots in Spanish, Vietnamese, Chinese, Japanese....? It makes to sense.
