Start with a fresh razor. I recommend razors with at least 3 blades, a moisturizing strip, and a flexible or rotating head. The Venus razor is a good example of this. You will also want to use a small amount of shaving cream, just enough to cover the area in lather.
It's easiest to do this while in the shower, but technically, as long as you use the same stuff it can be done anywhere.
1) Start by wetting the area to be shaved with warm water. This will soften the hair and make it easier to shave.
2) Next apply the shaving cream (it should lather nearly right away) and wash your hands off.
3) Make sure your blade is fresh and then begin to shave with the grain (the same direction you hair is growing in). If you like, you can give it a swipe or 2 against the grain to get those difficult hairs, but this may irritate the area and is not recommended.
4) Rinse
5) Not 100% necessary, but I recommend after drying off you use a light moisturizer, or after shave gel on the area to keep skin smooth and replace the moisture shaving takes out. I recommend a shave minimizing moisturizer because it makes hair lighter and easier to shave as well as reduces how often you will need to shave. Jergens and Aveeno each have good ones.
This technique can be used to shave anywhere on the body.

You use shaving cream, right? You can't shave without it!
Put your arm straight to the sky above your head. This pulls the skin taut. Be gentle, careful, shave against the way it grows.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

I just use a regular shower scrubby sponge with body wash on it, lather up arm pit, and shave. I have never got any cuts that way.
