Sasuke or Gaara. Of course now it depends on what you mean by 'best', but I like them because they're the most complex.

It's never really clear what they want, who they are, what they are like, what they are going to do. With these characters, there's a reason behind the reason and because of that, most of the times, they're not properly judged.
