Half of all people understand fractions, half of all people do not not understand fractions, and a third of people say they understand fractions.

It's not possible for seven fifths of the people to understand fractions. The total population in only five fifths.
If you mean 5/7th of the population, then it's possible. But I don't know if it's true. It is known that the more people use and relay on calculators and computers the more less fluent they are becoming with their maths.
