Couldn't they make anything up and say its reasonable suspicion?

Anywhere in the US.

Reasonable suspicion, based on specific facts that can be explained. And the "reasonable" standard is objective, so not just a hunch.

BTW, reasonable suspicion is a lesser standard than probable cause, and easier to satisfy. But it only allows for traffic stops or temporary stops in public, unlike probable cause which is sufficient grounds for an arrest in public.

its called probable cause and yes if they have it they can pull you over...for instance if you are driving erratically then PROBABLY you are driving that way BECAUSE you are drunk or on some kind of drug...now did you also know that lets say you have a legal prescription of some sort and instead of taking the whole bottle with you, it is decided that you will only take a weeks worth to work with you in a ziploc bag.....if you have that bag on your passenger seat and an officer pulls you over he can take you to jail for possession and possibly intent to distribute? even though you have a script! how ridiculous is that!?!

YES IT IS TRUE!!! Not just pull you over, but beat you down too! No reason necessary. And it's your word against theirs. They will ask you, "who do you think the judge is gonna believe".
