You'll need a graphics editing program that allows you to save as different file formats (including .jpg). Unless you have a really old computer, MS Paint, which is installed on all windows computers, will allow you to save as .jpg. Just click "file" and "save as" and select .jpg instead of bitmap.
MS Paint doesn't allow a lot of options for compressing the images into a smaller file size, but if you resize the image to a smaller size it should take up less space (fewer bytes). Another option is to get a different program like Photoshop, Paintshop Pro, or Serif PhotoPlus (has a free version). Those programs will allow you to make the images nice and small and of course save them as .jpg files.
If you just have a few pics you need to convert, you might try an online image converter I found at http://www.coolutils.com/Online-Image-Converter.php. I haven't tried it, so can't vouch for it, but it looks like it could do what you want.
Another idea you might want to consider is setting up an account with Flickr or some other online photo sharing site so you don't even have to email them. You can just upload the photos and send them a link. Then you can always access them online whenever you want. Flickr is now owned by Yahoo, so you can sign in with your Yahoo login, so it's super easy to get started.

Load them in MS Paint and save them as JPEGs. Or if you have photoshop or some other photo editing program i'm sure they can convert the pics for you.

Whichever program your computer is using to allow you to see the photo (can be any of those mentioned above, or a different program maybe): File\Save As\ then click the Save as Type (or similarly named) arrow to see which choices that program can change it to. Choose the one you want, name it, & tell it where to save it. Good luck!

with picture open go to file - save as - then at the bottom change it from bmp to jpeg

there are so many ways, one solution you can try is opening the image in photoshop and from there you can save it to the many photoshop compatible format such as jpeg.
