Is there a ta xthat has to be paid before Monatary funds can be electrnically transfered from a bank in Toronto Canada to a bank in Rhode Island?

No but possible there are other fees. Currency conversion fees, and wire transfer fees from both banks and they may even be some other fees. Ask your banks.
