Look at these problem areas. 1) leak in the intake system, bad seals between intake and head, cracked intake manifold. 2) carbs getting overpressurizedd from crankcase vent, unhook the vent and see if it gets better, cause would be bad/stuck rings allowing compression to presurize the case letting the pressure bleed through the vent into the float bowl forcing fuel into the motor flooding it out when you open the throttle.or not allowing the bowl to fill to proper levels, starving the motor for fuel. 3) electronic advance may be stuck or broke not allowing the bike to advance the timing properly. timing isn't adjustable that i know of but you can/should be able to check the amount of timing, and see if you are getting any advance with throttle increase.

Stock or aftermarket exhaust? Either way sounds like carb problem. Aftermarket loud pipes, carbs will need rejetting, stock may need cleaning. Check for the correct parts as its relatively old and may have been messed with previously. Also check the vacuum diaphrams, they may be torn, holed, cracked, etc and preventing slides lifting
