That ip you just named is your loopback to your Network adapter card. You use ping 127.0.0.1 to test if your Network card is actually capable of sending and receiving packets. That is a http port.

port 81 is for HTTP, i dont know of any program or website that uses the ip address you gave

It is a loopback address. Your computer pings itself. It tests if the network card is functioning well.
