I've had aol now for about a month now but it won't let me chat.Each time I try to it says this feature is not available at this time.Whats wrong?

AOL is worth nothing now. That is why it will soon be free. Everything that was available for a fee on AOL is now free somewhere else.
They are probably in the middle of converting everything.

I personally don't like AOL. Get a different ISP...you can still chat using AIM.
