The best and least expensive way to get lovely, soft, kissable lips is to just take a toothbrush with moderately soft bristles and, strange as it sounds, brush your lips gently (no toothpaste). This will exfoliate your lips to make them softer. Afterwards, apply some Carmex lip balm. Wear Carmex during the day and at night before you go to bed to get super soft lips. Good luck!

combine a few drops of lemon with a few drops of milk. apply this on ur face and wait 5-10 mins before taking a shower. When showering gently scrub ur upper lip. u should start seeing results..

crush some rose petals, add some drops of milk and apply on your lips while going to bed. continue this for some days. should work.
