Are the graphics better, or is it just a matter of disc space?

A DVD just holds more stuff. DVD versions of games are normally sold as special or collectors editions. Normally the DVD editions will contain bonus features, the making of, commentaries, additional sound tracks or things like that.

Now it all depends on the delveoper and the publisher of the game as to what they put on the extract space that the DVD gives them. They may choose not to put any additional material on the DVD release, in that case the DVD and CD versions would be exactly the same except for the type of drive required to play the discs.

Because of the sheer size of games nowadays companies are putting games on 1 or 2 DVDs instead of multiple CDs. You'll have to have a DVD drive to install and use DVD-ROM games. Games used to be offered on both CDs and DVDs but because DVD drives are so prevalent, almost all games are on DVDs now with the exception of smaller games.

Only disk space. For example GTA San Andreas can buy (in Serbia) on 1 DVD or 6 CDs

The graphics might be better but it may not be true in all cases. Game vendors often increase the game size by adding videos and other unnecessary stuff so that online sharing of the games will be reduced.

If it is on a DVD, it needs more space...yes, it could mean the graphics are better. A CD holds 650-700MB and a DVD holds 4.7GB or so.
