In England the only way to get a person's criminal record is for the person to go to a police station and request it, He/She will have to fill in a form & pay a small sum & HIs/Her's record will be posted to them.

In the UK, the only way that an individual can legally find out about someones criminal past is to employ them and request a Criminal Records Check.
This has to be done with the full knowledge of the person in question.
