If the popups are coming up out of nowhere, you probably have spyware...scan with the following:

You could download a Yahoo or Google toolbar which have built in pop up blockers, and neither have spyware attatched to them. Personally I prefer the Google toolbar because the Yahoo one makes really annoying sound when something pops up and temporarily freezes.

Firstly,U should check that if there is any spy-ware or ad-ware programme installed in Ur system.That is one of the big cause of the pop-up.
if its not,then simply download and install google toolbar which comes with a pop-up blocker.

If you are using XP, make sure you have service pack 2. This will automatically block them. Try download.com and there are loads of pop up blockers available for free.

Install the Yahoo Tool bar. you get pop up blocker also.
or install SP2 on windows XP it has also firewall and pop up blocker.

Look for ADVANCED SEARCH BAR through Gogle search. Download and install it which is free. It will protect from POP Ups as well as Adult contents, if desired.

If they pop up while you are surfing the net, then install firefox (http://www.mozilla.com/firefox/), because it has an effective pop-up blocker.
You should also do a complete spyware scan, using Spybot Search&Destroy. (http://www.download.com/Spybot-Search-Destroy/3000-8022-10122137.html?part=dl-spybot&subj=dl&)
You should also do a virus scan. If you don't have a virus scanner, I recommend you use Avast! Antivirus because it's free and very effective. (http://www.avast.com/eng/download-avast-home.html)
If nothing works, you'll have to do a COMPLETE WINDOWS RE-INSTALLATION.

these pops cannot be stopped ...because many of the pop up blockers also stop important files from downloading

if your getting popups the most likely cause of it is spywares on your computer, they best way to get rid of spywares is by using one of these 2 programs. SPY SWEEPER or COUNTERSPY.
if you want to get Spy sweeper you have to pay for it, but for counterspy you can download it for free (trial version) off www.download.com
By the way Ad-Aware sucks its not even half as good as these 2 programs
