There is nothing wrong in creating email addresses however if this person used your person information to create the email address then it constitutes "identity theft" and should be reported to your local police department.

What? You mean your daughter just created a random email address without consulting you? If so, nothing.
If you mean that you own your own server and some lady gained access to your server and started using that space for emails, then I have no clue.
