...and why is putting UN troops on the border between Lebanon and Syria considered (by Syria to be) a hostile act?

Syria has economic & military interests in Lebanon. They were the ones who instigated the civil war that tore Lebanon apart.

Putting trrops at the border would mean they can't send weapons to Hizbollah across the borders & also means they will lose control over Lebanon.

The power cut serves two purposes:

To inconvenience the troops & the population;

To convince the Lebanese that they are the real power in Lebanon, not the Lebanese government.

Once a person or Nation has become Radicalized. The precepts of Islamofascisn include perpetual aggression against all non radicalized Muslims.

Look back at East Africa over the 25 years of conflict that has been ongoing.

First Muslim extremists start raiding Christian schools Missions etc. Next the terror was expanded to individuals that followed the teachings of Christ. This prepared the general populace for Islamic evangelism.

Over a period of Years the ***** population was forced by violence to except Wahhabi Islam.

Next Arab Islamists like Ben Laden move into the Sudan, Somalia. Slowly the population shifts and though a physical minority the Arab population through it's wealth becomes the controlling faction

Now as you can see throughout the Horn especially in the Darfir region Arab militants (the JanJuWee) are killing and displacing the indigenous ***** Africans. Being Muslim is no longer a guarantee of safety for African people. Black Muslims are the target of Arab militia.

In a few short years Arabian Islamofascists have expanded the kingdom more than in the last 1000 years. Is this an accident or some form of serendipitous emergence?

I think not.
