I think proper use of a condom on an uncut penis is to pull back the foreskin first, then put on the condom normally. Once the condom is fully on, the foreskin and condom should function normally in that the foreskin can roll back over the head, but it doesn't do this under the condom. It's kinda weird to describe, but try experimenting with it or something and see how it works. Regardless, you do need to pull back the foreskin before putting on a condom because the condom could rip otherwise.

it is recomended because when you wear a condom without pulling off your fore skin during intercourse it gose open and close and so do the condom and it can take condom out of in vagina or misplace it . it is for getting it in right position till your completance .

Yes, pull it back.
The reason is that otherwise, there's not enough 'condom' for your foreskin to retract, and it puts pressure on the inside of the condom that might break it

it will help the condom from slipping and ensure most ejaculate ended up in the resevoir.
