States within a country might differ in what they have control over. In the US, state governments can act separately from the federal government, and the country is set up to allow states have control over certain things, and the federal government have control of other things (as set up in the constitution). Other countries may have other ways of defining provinces or internal administrative districts.
But here's a comparison of some different countries:
The United Kingdom has 4 subdivisions, each with its own sub-subdivisions.
Canada has 10 provinces and 3 territories (13 components).
Germany has 16 states.
Italy has 20 regions, most of which are further divided into provinces.
Argentina has 23 provinces and a federal district.
Switzerland has 26 cantons
Egypt has 26 governorates.
France has 26 administrative regions (4 are overseas)
Brazil has 26 states and a federal district.
Iran has 30 provinces.
Mexico has 31 states and a federal district.
The People's Republic of China has 22 provinces, 5 autonomous regions, 4 municipalities, and 2 special administrative regions (33 components).
India has 28 states and 7 union territories (35 components)
Japan has 47 prefectures.
Spain has 50 provinces, which are grouped into 17 autonomous communities and 2 autonomous cities.
The United States of America has 50 states, and a few extra districts (like the federal district - DC, and the commonwealth of Puerto Rico, etc.).
Vietnam has 64 provinces.
Thailand has 75 provinces.
Turkey has 81 provinces.
Russia has 88 different components: 21 republics, 48 oblasts, 7 krais, 1 autonomous oblast, 9 autonomous okrugs, and 2 federal cities.
this is just a sample of different countries and their top-level divisions. So far, Russia has the most!

The USA has 50 states. There are numerous other countries who have different states or "provinces", Canada, China, Russia, and maybe a few more.

I think USA is the only country that calls its provinces "states". Usually they are call part-states or provinces. Anyway, the same question was asked in Spanish, but then about "states or provinces".
