Don't listen to people telling you to get circumcised. Believe me, women have way more trouble with their girl bits than men do and you don't see us chopping off skin at the first sign of trouble!
Without seeing I can't tell exactly what you are talking about but it sounds like this might be partial phimosis. The foreskin should retract entirely and should be movable up and down the shaft when you are erect. If it seems like your foreskin gets into a snug band around the glans or directly under it, you may have partial phimosis.

If, after reading my description and the info, you think this may be the problem, then you need to see a doctor or urologist who is foreskin friendly, you may need antibiotics if there is a lingering infection, or steroid creams to loosen and soften the skin. In the meantime, take some nice hot soaks in the bathtub, you can put some Epsom salts in the tub (found in any drugstore) and gently, gently try to pull the foreskin back from your erect penis after soaking for 30 minutes or so. Do this every day until you can get to the doctor, this will help soften the skin and possibly help the problem. If this helps, continue doing this a couple of times a week.

Get an erection, and make a circle with your thumb and finger, Push your penis through the circle, and see if the foreskin pulls back. If it is painful and not pulling back, you may need to see a doctor, but chances are it will slide back naturally.

Your not normal or anything like that - many men have the same problem. Since you can pull it back when it's not in a state of erection is GOOD,
this way you can keep it clean. The reason they used to circumcise was the problem of cleanliness and in your case his is not a problem.
And it will not cause you any problems when you ingage in sexual acts.

Sex will not solve this problem unless you manage to rip the foreskin, I recommend circumcision not only to fix that problem but to prevent infection especially when you do become sexual active.

other than circumcision in your case .

Play with it and stretch the skin. The foreskin is very stretchy and will do what you train it to do. Don't get circumcised!

DO NOT CIRCUMCISE Think of your future wife. Its a good feeling when men are intact as the creator intended. Drs dont know everything. Just use soap and keep your skin.
