Insert the disk in its drive and restart the computer. While the POST is running, press the "Delete" key. The BIOS setup program will start. In that program, specify the drive containing your bootable disk as the primary booting device. Save the settings and restart the computer.
As the OS on the disk has started, type "format C:" (without quotes) replacing "C" with the drive-letter of the drive you want to format. Follow the instructions and, after the formatting is done, install an operating system.

1) You have backed up all your files on your computer.
2) You are ready to loose all software and data currently existing on your computer.
Then
Boot from the disk.
While booting it will ask you if you want to boot from hard disk or from cd. choose cd.
To format your hard disk.
You have to boot with option of command prompt available. It creates a temperory ram disk in memory.
Once you manage to get a dos prompt on the screen,
type fdisk c:\
It will start the fdisk in dos mode which will allow you to see existing partitions, and you can delete them if you want. And create new primary partition, logical drive, secondary partition of required size.
Then you come out of the dos mode, restart the computer
and begin the installation procedure.
Then choose to start a new install.
When the new installation begins, it will ask you on which partition you want to install, by default it will be c drive.
And keep answering any questions that come up during the process.

You need to change the Boot order in your BIOS so it will boot from the CD-ROM first. Most are set up to boot from the HDD first.
Restart your computer and follow the instruction to enter BIOS (can be F2, Ctr+ Esc or other combination).
