Probably because people wouldn't be sure which was which (one looks like the other upside-down), and they didn't want to resort to the underline on the bottom of the number.

2 confusing, 6 looks like 9 upside down n visa versa!
People would be saying "SORRY" too much for playin the wrong card and that would b a SORRY AZZ game!
