It will never officially be WW3 until a couple of countries formally declare war, and treaties start going into effect with allied nations joining in and declaring war as well against their common enemy.
Now, it's a global skirmish, a wide-spread conflict, a universal police action, whatever you want to call it. But it won't actually be a "World War" until then.

WW 3 was from 1947 to 1991. US and allies v USSR and allies. It was called the "Cold War". We won, largely due to Ronald Reagan and Maggie Thatcher.
WW 4 has already started. While there were skirmishes, this was the 'shot heard round the world' that got the US involved.

U.S. Forces are on high alert everywhere in the world. Your Homeland Security is at the highest alert. Your forces are entering and threatening to enter other countries through the voice on one man. Opposing nations are arming themselves in much the same manner.
