Nagin doesn't care about New Orleans... he cares about himself. He spent most of the time between October and June getting elected. The Hurrican season came and the city has no viable evacuation plan or workable shelter system in place. There was no time, Nagin was busy playing politics instead of taking care of the city he professes to love.
Every who works or volunteers in emergency services understands that FEMA was designed as an insurance company first and focuses on diaster recovery. Every city, county, and state OEM will tell you that FEMA takes 48 to 72 hours from the time the are REQESTED to respond. Local officials are on their own to provide disater preparation and rescue, FEMA comes in to provide recovery assistance. Two days after the hurricane Blanco and Nagin had a press conference where they assured everyone that the levees wouldn't breech (the first of the breeches occurred during their announcement.)
It wasn't until after the flood water started pouring into NO that the elected officials declared a disaster, shortly after that Blanco declared a state of emergency but DIDN'T mobilize the LA National Guard immediately becuse she felt FEDERAL troops should be called in, even though that is against the constitution of the US. (Her panties were in a bunch because some LA divisions were in Iraq and she didn;t want to overburder those troops left.) Bush couldn't declare a disater until the city and state did; inaction on Blanco's and Nagin's part cost people their lives.
Nagin blamed the federal government for everything, and I think he and Blanco screamed about FEMA failing New Orleans so many times they started to believe it. Nagin fails to acknowledge his own greed, corruption and incompetence led to the deaths of everyone who perished after Katrina passed. All floodwater fatalities can be set on Nagin, Blanco, and the Levee Commissions who did nothing to safeguard the city as they were trusted to.
And Nagin's ugly racist posturing to deflect the blame that is so rightfully his is repulsive.
We can only hope that the huricane season remains slow so Blanco's and Nagin's ineptitude don't cost any more lives.
TO dudes s: there are levee commissions in place to collect tax dollars and use it for maintaining the levees. In this case the levee commissions used the money for getting Nagin reelcted and supporting the state democratic party by sponsoring political fundraising dinners. There is a belief among the politicians that the levees are a federal program, they are not, the Army Corps of Engineers has to approve all flood control projects in the US. The state of Louisiana, the politically appointed Levee Commissions and Nagin mispent taxpayer dollars and allowed the levees to deteriorate knowing that the feds would have to step in. The ACOE has been saying for decades the levees are not fail proof, the people responsible for fixing them chose the ignore the problem until it exceeded their ability to fix them.

It's Nagin's fault for not having a plan to assemble the police force.
Once the police abandoned New Orleans all order was lost. At that very moment the Army should have been deployed since there was no security.
The contingency plan which Blanco should have approved or disapproved based on being the Gov of LA.
Senators and congressmen/woman for not seeking the appropriate funds to protect the levies.
FEMA for just being outright disorganized and not understanding the level of the disaster.
The only heroes were the Coast Guard who went above and beyond the call of duty.

Bush did nothing. Had this been in Texas, he would have recalled every troop from Iraq to help out. Instead he dropped the ball and let his gang of incompetents mishandle things. Katrina was a national disaster which was far greater than any one state or city could handle. I don't think anyone did a particularly good job at handling this crises but the feds definitely dropped the ball. The FEMA director should have been jailed for criminal negligence.

I been scratching my head and wondering the same thing. Somehow, this mayor only knows how to push the blame to someone else. As mayor of a city, he does not want to be held accountable for anything. And that goes for the Governor also.
Yet! They vote him back into office. They'll never learn. I just throw my hands in the air and wonder WHY?????

I agree that the local gov't should be responsible. I think the fault should also go the individuals. People need to stop depending on the gov't for their living and start taking care of themselves and thier families. Did they really need the gov't to tell them to leave. hurricanes are common there. They should have had a plan in place years before it happened.
N.O. is more likely to know what N.O. needs more then GWB or FEMA.

Good question. The reason to blame Bush is because they are playing politics. We are talking about two of the most corrupt politicians in the MOST CORRUPT state in the Union. Louisiana's political corruption makes Mexico's look amateurish.

ONE MORE FACT: september 11, 1965..within 24hrs of hurricane betsy breached the levees, LBJ was in downtown new orleans with a flashlight indicating he cared. bush, three day later was playing air guitar, cheney was in his bunker, condi was buying 1000dollar shoes, chertoff was at a convention in atlanta, and brownie, another appointed crony quickly became the fall-guy.

For all those that disagree, please take a high school level class on Government. As a matter of fact, your ignorance is so embarrassing that it has inspired me to begin teaching Government to Pre-K students. Children need to be taught that they are not helpless blobs of jelly.
