i cannot send mail outside of yahoo, etc as to am aol address do i have to pay ??

if your trying to send mail via outlook using your yahoo email address then yes u would need to subscribe to the prem service

It sounds like a service fault to me. I would contact Yahoo! Mail and get it fixed.
