It depends on if they are vintage or secondhand. Vintage will generally cost more. Vintage dresses can cost up to $40. It also depends on if the items are brand name, what they are made of, and how old they, and how good of condition they are in. But heres a guideline:
Secondhand
tops-.50-5.00
jeans-2.00-10.00
dresses-4.00-10.00
shoes-.25-7.50
skirts-1.00-5.00
Vintage
tops-3.00-15.00
jeans-7.00+
dresses-10.00-50.00
shoes-3.50-20.00
skirts-3.00-15.00
You can get a lot of cute stuff for even cheaper than these prices at rummage sales (only check out ones in nice neighborhoods) and Salvation Army! (I love it there, they have a ton of good, cheap stuff)

It still actually depends upon the condition of the clothing and there are some secondhand stores that do sell branded clothing so I think that even though they are secondhand, they will still be a lttle bit pricey than those that are not branded and known in the industry of clothing.

For starters expect to pay more for 'vintage' than 'secondhand'.
I would say - as a general rule - if you are in a store atmosphere (like a consignment shop). Expect about a 20-25% reduction from brand-new.
Go to flea markets or yard sales and you should be able to make a killing!

It depends if you're talking a "Vintage Boutique" which would be more expensive than Thrift Store clothing. I pay anywhere from $3 - $25 for any of the items you listed from my fav. shops.

Have a look on ebay and see what sort of prices people can sell them for. There are on-line vintage clothing sites, check on there.
Good luck.
