It will make your computer run a whole lot faster if you delete it! Yes, it's an animated screensaver and you can remove it. It is not in your Program Files ... look where it says - C:\Windows\System
It's a file with an .scr extension and its name is Under the Sea.scr. Just deleting it will be enough.

acnexus advise is perfect although before you do any of that, if your system is really, really slow, you may need to disable the screensaver first by going to your diplay properties (right click anywhere on your desktop, select properties) and selecting "none" under the screensaver option, then apply. Defragment takes a long time if your hard drive is nearly full. I recommend starting it at bedtime and letting it go all night. You might also try a good utility program like Tweaknow Powerpack that will help you to clean up your system and help it run faster.

It wont affect anything. If your computer is slow, you can do many things to try to speed it up:
1) virus scan and spyware scan
2) disk clean up -> right click on hard drive letter, choose properties and click on disk clean up button.
3) delete unneeded software if the space on your hard drive is too low (generally less than 1Gb).
4) Run the disk defragmentor, right click hard drive letter, choose properties, tools tab, and click on defragment now. From the defragmentor, choose analyze. Once thats done, choose defragment. This helps organize your hard drive files.
5) Disable background software that takes resources. Call up the task manager (Ctrl Alt Delete), select processes tab. Check the CPU usage at the bottom, and see what process(s) might be hindering the performance.
6) Upgrade your RAM, if you have less than 1GB of it.
If all that doesnt work, then reformat your hard drive and start clean.

Go to start, to control panel and remove Under the Sea.
You might also need to do some maintenance by going to start, programs, accessories, system tools, maintenance wizard.
You will see a box that says perform now & change maintenance, select one and click OK.
Choose one and click disk clean up, scan disk or defrag drive C. Drive C speeds up your frequently used programs.
If you do not have this, then go to start and look for disc clean up on the menu.

SCR files are screensaver files and can be safely removed or if not "installed" deleted.

Some screen savers use alot of resources in your computer. Get rid of it, you don't need it.
