Depends on the clouds. Cumulus, stratus, cirrus, and nimbus each have their own altitude levels. You can see cumulus merge into different shapes high up in the sky, while nimbus appear more of a collision that flash lightning and crack the sound of thunder as the clouds release their weight in the form of rain.
The heavier the cloud the lower its altitude. There is a lot more to it than that, but meteorology explains it all in the form of weather.

its an optical illusion. they dont merge, just that the air between the clouds reach the dew point the water vapor condenses. making it appear that two clouds merge

i should think they would find it difficult to merge
as the wind speed on their level would be the same............i often see high clouds going faster than lower clouds but they just go over the top of them.

They merge, but if they are charged differently, then make a huge flash of light and sound, known as thunder.

Bigger clouds, Darker in color, electrionic charges, results in lightning and thunder, rain.
