just picture a standard frame structure, with "minimal load" ....

How much is the national average for "footings"? Is block ok to use? what is less expensive? ~ block or poured footings?

You'll need to get a quote on that. The cost will depend upon the thickness of the pad and the size and strength of the footings. That will be dictated by the load you intend to place on it. Other factors will include access charges, soil condition, site preparation, etc.

depends on where you're located.

california has some of the cheapest, although illegal, labor around. and materials don't cost that much.

around MIch it's 2.75 to 3.50 a square foot
