The third world: Places around the world where the standard of living is far below what a decent person needs to live his or her life with dignity. Where the governments worry more about getting reelected rather than providing public services. Water, electricity, medical services, transportation, good public education... Sewers which don't run at ground level and open above ground, Where if a cop stops you , you are afraid of getting kidnapped by the same people sworn to protect the citizens...

Most of the answers are good and serious. Here is my take on it.
Here are my comments.
There are countries that are highly developed . They are never termed as "First World Countries". the yard stick used are Technological, Science and standard of living.
Then there are countries that are developing countries, there major cities are as developed as any developed countries but the heart of the country is under developed. These are not termed "Second Word Countries" either.
Under developed countries or undeveloped countries are the ones that are not developed at all. Those are termed "Third World Countries". Most dominant characteristic of this countries is just no technology but a general chaos-every where-nothing works properly, there are no systems in place, governments may be irresponsible, communication links are almost non existent travel as we know is difficult.

A third world country is one where the technologically is less advanced, or developing, nations of Asia, Africa, and Latin America, generally characterized as poor, having economies distorted by their dependence on the export of primary products to the developed countries in return for finished products. These nations also tend to have high rates of illiteracy, disease, and population growth and unstable governments.
