no i do not thingk so. but unless it is fan mail, i do not oppen my own mail so i would not oppen someboddy elses.

Yes if it not addressed to you opening it is tampering with the mail. It doesn't belong to you so put it back in the mail box or give it back to the mail delivery person. Would you want someone opening your mail just because it was put in the wrong mailbox?

If it is done accidently, no. And if you open it without looking first

You should write on the envelope OPENED BY MISTAKE and also write DELIVER TO CORRECT ADDRESS.

Do not put NOT AT THIS ADDRESS. Although correct from your standpoint, the letter carrier will think that Bill Smith at 123 Main Street is no longer there, even though he misdelivered the letter to 133 Main Street

Yes, write... "return to sender" on the envelope and put it back in the mailbox. Or if it's a neighbor just take their mail to them.
