I was at Al Dhafra (about 20 miles from Abu Dhabi) for 4 months last year. I was impressed with the way the government spends money on "pushing" the desert back and providing public areas for the ordinary citizens. Growth at Abu is nowhere near phenominal as it is in Dubai.

Dubai is growing and it is growing faster than any other states(known as emirates). They too are growing but they are not termed as the business centers like Dubai, they end up being much more of a tourist spot, just for leisure unlike Dubai which combines leisure and business with great style.
