"Gosh Geoffrey V, I enjoy talking about computers, robotics, biomechanics and cybernetics.
I sincerely believe that there will be a day when all this is possible, but, kinda improbable for soul transfer (it will just not be necessary).Genetically, man will most likely develop as an engineered species with health and long, long life ... perhaps many hundreds of years. It is actually just a matter of attention and time before it occurs. In fact, I believe it's highly probable that man will create a being superior to himself. Of course, anyone can read this in Science Fiction. A lot of fiction has become reality already. A good example of fact vs. fiction can be seen in the writings of Arthur C. Clark. In the late 40's and 50's he wrote a story about a ring of satellites in the sky. What happened? The tel-sat satellite system was developed and implemented around the earth. Pretty incredible! He wrote about them first, then, gave science the blueprint on how to build them.
Now, I draw attention to our development of AI systems. Artificial Intelligence can be "bred" into advanced computers even now. The method we can use, with any certainty, is the profound programming of "recognition systems," a compendium of algorithms which recognizes and responds to any, possible question asked by a person. In fact, we have already created systems advanced enough to do that, except in a small way. NSA has computers hooked up, with recognition systems, to alert intelligence analysts when certain words and/or phrases are used during every routine conversation by "suspects." My point is that our security agencies have access to technology that is 20 to 30 years in advance of that sold to the civilian population. There are over 5000 secret patents which have been granted over the last 20 years covered in National Security issues and unavailable to the public at large. Lots of interesting stuff we're not even allowed to know about unless you know how to find it.
Consider some things we already have. An example is the KH-11 satellite systems ... cameras with resolutions of 6 inches ... clear and close enough to read the time on your wristwatch from 50 miles in space. Imagine a series of satellites, perhaps a hundred of them in near earth orbits, taking pictures of every square yard of American Soil. Imagine they each have cameras with the KH-11 resolution of 6 inches. Imagine each satellite with advanced computer systems with so much coded algorithms of recognition systems that every event, in the public domain, can be recorded in sync with the correct time that it happens. Imagine that systems of this kind could snap photos of every crime that occurs out-of-doors. It may not stop crime altogether, but, at least, there would be an evidential record of it in order to prosecute every criminal properly ... according to the photo record. The most exciting thing about this is that we have the technology to do this today! Anyone can go to google for a satellite photo of their home and city. The resolution is not very good, but, you can tell which home is yours and in some cases who's car is there. Can you imagine ... solving every crime that occurs out-of-doors? We have the technology to do it today! Can you imagine photograph algorithms which recognize a shooting between humans on the ground and notifies a human analyst who can take further action to see that the evidence reaches the proper authorities?
These are truly exciting times! It seems unfortunate to me that I will not live long enough to see all these things come to pass; although I know they will.
I suppose I got off on a rant, but, you've asked a great question and I won't be forgetting to think about it for a long, long time."

No. Man can not create a soul nor can he transfer a soul to an inamimate object (not living). If the soul were to be transferred from a person, that person would die because the body dies if there is no soul to inhabit it. Creation and placement of the soul is strictly up to God.

Even if he ever manages to go back in time, he will never be able to put a soul into a computer. Never.
