You can in Outlook. Use the Return Receipt under e-mail options. Other programs might have the same option as well.

With Outlook you can ask for a "Read Receipt", but the recipient will prompted if they want to send it to you,...they can say "No".

Depending on your email system, yes you can, it is called Return Receipt. Check under Delivery Options or something like that.
