The democratic congress forced his hand; they threatened to play hardball on other legislation if he didn't "cooperate".

He proposed removing pork and designer legislation that was attached to the budget but the Dems refused to move from their position. It was essentially have no budget and a hostile congress or fall on his sword about taxes.

The reason Bush agreed to raise taxes was that he wanted the Congress to sign off on supporting the Gulf War. Saddam had invaded Kuwait in August of 1990, and under the War Powers Act, Bush needed Congressional approval.

The Democrats in Congress (who always hated the Reagan/Bush economic agenda) saw an opening to raise taxes that they hoped would both increase revenues, and embarrass President Bush by forcing him to go back on his word. Oddly enough, later GAO studies proved that the tax increases actually hurt revenues (rather than help). But they did succeed in hurting President Bush's credibility, and led directly to the split in the Republican party two years later that saw the election of Bill Clinton.

In his Autobiography, Bush Sr. said that granting the 1990 tax increase was the worst political decision he ever made; and he was right

The actual reason he had to hike taxes is that his campaign used inaccurate numbers based on overly-optomistic forecasts of growth during his term. When the economy entered the recession it was necessary to increase tax revenues. Thus, in 1990 taxes were raised (10% on the richest Americans, an increase in the excise taxes on alcohol, tobacco, automobiles, and luxury items).

And cut out some good legislation .
So, as often happens ,a DEAL was made .
Come election time , it was all Bushes doing .
