Are the pipes to your kitchen exposed to the sun outdoors or something? Kind of like when a garden hose is left out on the lawn of your backyard with water still in it and it sits in the sun; when you go to turn it on, it comes out blaring hot? It is the summertime, you know.....
Either that or your intake valve to the hot water might not be shut all the way in the pipe (although youve turned it as far as it will go) and hot water constantly trickles in.

It is possible that the temperature/pressure safety valve on your water heater is malfunctioning. This will allow hot water to back into the cold water supply. Next time, try using a bathroom faucet and see if you have the same problem there. If you do, replace the temp/pressure valve on your water heater.

This happens to me a lot during the summer, I live in a hot country and the cold water tap in the kitchen is for drinking water. It comes from a different feed than water for bathing and flushing the toilet, which is not designed for drinking purposes.
Just run it through and it will get cold, in the winter it will be freezing.

If you live in an old apartment building, hot water pipes used to be installed so that they ran in a loop to make sure you had instant hot water. Unfortunately that also meant the area around the hot water pipes got warm. If you cold water pipe runs next to the hot water pipe, it would get warm and that "warmed" water will have to be cleared to get to the cold since it does not recirculate like the hot loop did.

what the problem is u have a hot water line that is not insalated somewhere in the home and it is heating up the cold water line.. when u let the water run for a minute this runs out the heated water and then gives u cold until u dont use the cold for a while then heats it up again... call a plumber

Check along the path of the pipe, something is heating the pipe. Maybe it crosses the hot pipe, or maybe it's more serious like an electrical fault that's hot near the pipe.
That's the only possible explanation.

if you have a moen facet .replace the cartrage if any of the o rings go bad thats what could happen.
