Zip codes are strictly American, so it would be a postal code.

That is an odd way to do it, as the bottom line leads country, city and whatever new town may represents

Usually an overseas address goes

Bill Smith
1-17-456 Devonshire
Snarfling Wottalottaland 1F6 L48

Sometimes they designate city and a state (or province) as well on the bottom line

Yellowknife Alberta Canada 1W3 A4T

This seems to be an address in Newtown, Ghana (in western Africa). Many foreign countries do not necessarily have zip codes. That would be the requirements of their own country.

Do a search on Newtown Ghana for more information

Seems like it's from somewhere in Africa. But I don't think it is a full address. There should at least be some kind of postal code, or a route number to locate it easier.

The best thing to do is to check with your local post office. They should be able to tell you more about that.

The first line looks like a name. The second line is probably a country, province, and town.

Remember that not all countries have developed postal systems like we have. They may not have any home delivery. It could be that everything gets delivered to the central post office at New Town, and that the recipient must come and pick it up.

It looks like it's in Africa and that's probably why there is no zip code. If the address was given to you that way I wouldn't worry about it...

Most of the coutries use the zip codes but people do not use them as they can get their post without using these number, actually there is no proper use of zip codes.

I'm just guessing but it sounds like a third world address of some kind. Not all countries use zipcodes.
