im thinking of getting a laptop with high ram graphic cards etc... but their too expensive... but do you think I can buy a really cheap laptop with poor systems and upgrade it instead it will save me plenty of bucks... is it possible tp upgrade it or not??

You can definately upgrade the RAM, but the video memory you probably can't because it is usually built into the motherboard so it uses shared memory...you might be able to increase the amount of shared RAM it uses, but that's usually about all you can do.
