I have taken a new job 6 months ago and have been going through and part of the interview process as I am adding some additional sales engineers. At my last company I believe the HR department did in fact perform a background check at least for employment and education. When I asked my new company about their policies regarding educational checks they told me they generally do not do them as they find it to time consuming and when they did do them they never found any discrepancies. Is this the norm with most employers?

Yes it is. The big problem is that the schools, especially Mega-State-U make it hard to do. They won't tell you how to verify the education, or if they do the take weeks, if not months to honor your request. I'd say shift the burden of proof to the person who wants the job. If you want to work for me you must submit a transcript from the school. Make the employee jump through the hoops to provide the proof.

It depends on the employer. The employer must be physicly doing the check themselves and not paying money for a credit check or a criminal back ground check. Or maybe if they feel that they are already paying for a credit check that they can go ahead and skip verifying education.
