im going to cut out pictures from magazines and put them together on a bulletin board should i use thumbtacks or tape or waht

If you want to change them later you could use tacks or maybe better looking would be to use double sided tape. If it isn't going to be changed you could spray the back of them and the board with spray adhesive. You can also use rubber cement.

What I would do is put a tiny piece of tape on the back of the pictures so that it sticks out from the top a little bit and then fold it over (but don't fold it onto the front of the picture) and then put a thumbtack through the tape so that it doesn't look tacky or put a hole in the picture!
