For instance, I view a PDF file online and my friend saves the PDF file to his hardrive. Could someone then find our IP addresses from the website and tell which one of us downloaded the file to our hardrive and which one was downloaded to our cache?

Not really. If it is in the catche, it is as good as it is on the hard disk.
If you use AD Aware SE personal, an antispyware, it erases the records of recent activities.
So once you take the file off your computer. And then erase internet history, and tracks. There will be no record on your computer.

But the website will have the record that you accessed the file.

Website stats tell you how many times a file was accessed and downloaded, but it does not match up IP addresses with the activity.

When sick people download child pornography they get arrested. Does that answer your question?
