You are kind of asking two questions here. Totaltarian government is the most dangerous for world peace. That is when one man can dictat the actions of the army and government. Much like Hitler and Stalin of the 1930s. Today that would probably be North Korea. But other governments like Iran are extremely dangerous because of religious influance. They start to make policy based on religion and not for the good of the people.

Sorry, I don't think there is a single one that is altruistic enough to say on an election platform that they are trying to achieve world peace. The world is getting smaller through global economies, pandemics and pollution. But it has not got small enough that any one country is sufficiently positive for world peace.
Right now the most dangerous in my opinion are North Korea and the United States. Even if the U.S. were doing the right thing, the rhetoric is so poor that billions of people worldwide are alienated.

I'd say it's a partnership between North Korea and Iran. DPRK professes to have nukes, but they don't have missile technology reliable enough to safely deliver them. Iran wants nukes and has good missile technology. Kim Jong Il is incredibly smart, but he's completely crazy. Price of growing up in a cult of personality that pretty much regards you as a living god. Ahmadinejad (sp?) wants the "Zionist regime" wiped off the face of the map, and he's backed by various shitbag clerics who believe the word of Mohammed is one of hatred for all non-Muslims. Both have brain-washed their people so that the view of reality in each country is so distorted, they can be told nearly anything from their leaders and believe it. Iran and North Korea--it's a marriage made in hell.

I can't possibly single out one country so here's my list in no particular order and why :
1. North Korea - totalitarian state run by a lunatic who wants South Korea back.They also have Nukes.
2. China - Totalitarian state run by several elderly senile lunatics who don't ever really say what they want,but are worryingly friendly with number 1. There are also well over a Billion of them that's a lot of cannon fodder and they have Nukes. Also desires unification with Taiwan which they may go to war over.
3. Israel - a democracy of sorts surrounded by enemies who all wish to destroy them. Currently run by an elderly senile lunatic who wants to destroy all his enemies and again they have nukes but deny it till blue in the face.
4. U.S.A. A democracy of sorts(the worst sort in fact barely deserves to call itself a democracy anymore)Thank our lucky stars for the constitution the only thing insane USA leaders can't tamper with. Is led by another lunatic,not totally insane just incredibly ignorant and stupid. Has also taken on the mantle of global policeman and funds Israel, making itself enemies with entire middle east.
5. Iran A religiously run state based on Sharia law,current prime minister is nuts and hates Israel more than Hitler hated Jews,which is a lot of hate. Currently trying to achieve Nukes probably so it can waste Israel.

They are neutral and neutrality is a dangerous example to set when dealing with terrorists. It seems other countries such as France, Germany, Spain, etc. are leaning toward or are already blatantly neutral in the war on terror. Neutrality against evil is nearly as wicked as the evil itself.

North Korea. They believe S. Korea is theirs, they want/have nukes, they are building long range missiles, have China as an ally, and feel no reason to bow to world pressure. They also hate Japan.

At this time, the U.S. is the most dangerous government. George Bush and his gang of idiots are just looking for a fight. It has nothing to do with world peace or democracy it is a ego trip to the extreme.
