sure you can put it there..the production department will be one dealing with quality of the service, but the cooks and sous cooks will be working with the quality of the food. so mmmm where to put the quality manager how about head of the quality department...

NO NO NO NO NO!

Don;t do that. You don;t want QA to report to the department they are checking. There will be pressure on the QA person to let quality slip a little to meet production gaols and deadlines.

I'm in manufacturing and we put QA and Testing in it's own department. The head of the department reports to the Engineering VP, not the Operations VP.

In a restaurant I'd have the QA manager report to the general manager, not the head chef or kitchen staff.

I am a Sr. Manager of Quality and Process Improvement. I work with different business units. I do not work for any of the business units as far as reporting line. I am an independent third party paid by my company. I look at things totally different from the outside, which is what you need for your establishment.
