For depth and time to complete your best value games would be modern RPGs. The best of which are the Gothic games, Baldur's gate series, Planescape Torment among others.
Although if you don't mind retro games you can get the 2 Taito Legends collections as part of a 3 for £10 on play.com

Well, despite it's very vulgar content, I'd say Grand Theft Auto:Vice City/San Andreas. Yeah people will tell you the game is too M-rated and vulgar, but when you look at the freedom you have in the game, plus the complexity of it, the difficulty of the missions, the many things you can do, plus the overall fun factor, I'd say the GTA titles give you way more bang for your buck. Yes there are many crude and adult situated themes to the game, but the overall construction beginning to end set the standard for many games today and many still can't come very close to it.
If you are too young for this game, I'm sorry, I can't think of anything else.

Value to me is always about playability and longevity....
Games that make you think are always good such as
Hitman
Splinter Cell
Metal Gear
because you have to really think rather than wear out your X button blowing the hell out of things.
The final fantasy series is also good because there is a lot to achieve, collect and powerup.
but then again there is always a fun element too like Black or SSX where you can just pick em up and have some fun ...
its down to personal preference I guess :)

That depends on what you're going for. A game like Geometry Wars is $5, and you can play for hours. A game like Deadly Rooms of Death is $20 and I have played for years. In general, RPGs need a lot of time...this also depends on how you define "value".
Basically, your question is going to get you mostly opinion.

It depends what ou are into.
I would have to say that GTA : SA on either the pc/ps2/xbox is the greatest all rounder with tons of life.
If you like things epic and huge then Oblivion on the xbox 360 is the best as it has loads of replay value.
If you like things simulated then you have to look at C&C generals / Zero Hour on the PC or the Sims on the PC.
There are hundreds more I could name but it is down to the system that you own and your own individual choice.
