You can file a petition in court for change of name through a lawyer.Your new and old records are part and parcel of a public documents and open for scrutiny, if required. The only exception is, when you are a state witness in a celebrated case involving national security, where your identity and nationality will be completey change and the old records will be classified documents or, they will make it appear that you have died in very convincing way. In that case, officially you're dead and records closed.

You should seek professional guidance from a lawyer in this matter, but from what I heard its quite difficult after you've changed your name to track you down because you have chnaged you identity completely so you are no longer living under the same name, although its not impossible to track you i believe its hard, but seek professionsl guidance where they can advise you further.

Yes, in today's world, you almost ALWAYS have to leave some kind of paper trail., and eventually if someone wants to find you bad enough, they can locate you through a paper trail. The only way you can avoid a paper trail is to have someone do everything for you.
